I had a similar issue. Computer got locked, a yellow and white window saying the FBI locked my computer, and even told me my computer's IP address. But at the bottom it had 2 different things of ways to "pay to unlock the computer". I had no issues unlocking my computer started up but went to advanced booting options, chose repair computer, did a system restore to a few days before the lock, boom, unlocked.
