It holds you to your parameters in that if my Inteligence is 2, I cannot put any points into Robotics Expert as that requires Inteligence 8 etc. What you CAN do: Take 5 perks out of commando and put them into rifleman etc Take 4 perks out of gun nut and increase luck by 2 and perception by 2 Essentially you can do all your crafting then take the perks out and spend them elsewhere.
Maybe you spent perks on weapon types and regret it, with 5 that you can move to any weapon type, you save yourself 10 perks and so on. P0E posted As a side note I just realized that this feature is added with UCO.
